&#60;p&#62;All codes refer to a specific road rule.&#60;/p&#62;
&#60;p&#62;Code 745 refers to vehicles not parked in the direction of travel on a two way road or one way road and relates to Road Rule 208  Parallel Parking on a road ( except a median strip parking area )&#60;/p&#62;
&#60;p&#62;Code 706 &#34;Contrary to the requiremnts of the parking area&#34; is specific only to Road Rule 209 Parallel Parking in median strip parking area. There are three requirements, one of them is &#34;must park in the direction of the flow traffic to left of the driver.&#34;&#60;/p&#62;
&#60;p&#62;Code 747 refers to Road Rule 208(1)(4) &#34; Not as near as practicable to the far left side of the road in a one way road. &#34;  &#60;/p&#62;
&#60;p&#62;Code 622 refers to Road Rule 208A Parallel Parking in a Road Related Area. It relates to a vehicle that has breached the condition of this rule; one of them being, must face in the direction of travel. &#60;/p&#62;
&#60;p&#62;Code 771 772 and 627 relate to Road Rule 190 Stopping in or near a Safety Zone. &#60;/p&#62;
&#60;p&#62;Code 771 is specific to &#34;stopped within 10 meters BEFORE a Safety Zone.&#60;/p&#62;
&#60;p&#62;Code 772 is &#34; stopped within 10 meters AFTER a Safety Zone.&#60;/p&#62;
&#60;p&#62;Code 627 is used instead of the old code 808 &#34;within a SZ&#34;&#60;/p&#62;

I am also a little confussed about 771 and 772 verses 627 as they appear to cover the same offence.&#60;br /&#62;

332 Parking control signs applying to a length of road&#60;br /&#62;
(1) If a parking control sign displays an arrow and is at the side&#60;br /&#62;
of a road, then, unless information on or with the sign&#60;br /&#62;
indicates otherwise, the sign applies to the length of road&#60;br /&#62;
between the sign and the nearest (in the direction indicated&#60;br /&#62;
by the arrow) of the following:&#60;br /&#62;
(a) a parking control sign at that side of the road that&#60;br /&#62;
displays an arrow indicating the opposite direction;&#60;br /&#62;
(b) a yellow edge line on the road;&#60;br /&#62;
(c) if the road ends at a T–intersection or dead end — the&#60;br /&#62;
end of the road.&#60;br /&#62;
Note 1 Edge line, parking control sign, T–intersection and with are&#60;br /&#62;
defined in the dictionary.&#60;br /&#62;
Note 2 Rule 322 (3) and (4) deal with the meaning of a traffic control&#60;br /&#62;

<description>&#60;p&#62;I would like to know what is the legal requirement for the signage for No stopping/ Standing on the length of the road. Does it need opening and closing signs(arrows pointing to each for the length of the area)&#60;br /&#62;
2. I am informed by our engineers that it is ok to issue infringement even though there is only the opening sign and the closing sign is on another street at the intersection.&#60;br /&#62;

&#60;p&#62;A mate of mine working down on the peninsular had an interesting situation develop.  He was complaining to me about the police taking all his tickets and was getting frustrated.&#60;br /&#62;
Anyway he is driving along and the police flag him down.&#60;br /&#62;

Police &#34;We have a clown here who has been giving us lip, we can only book at 26.00 and he isnt understanding the severity of parking in a no stopper&#34;&#60;br /&#62;

<description>&#60;p&#62;Maribyrnong currently use Autocites for our parking enforcemment team. Our local laws Officers and AMO's currently use iPAQ running the Pinforce software.&#60;/p&#62;
&#60;p&#62;We have recently purchased a combination of Schweers X-600 and some Ticketman (politess) units for use in the parking team. Schweers (Aust) are working closely with us to get the units to utilise a personal alarm portal It(one button touch) puts the officer in contact with a console operator who can pinpoint the Officers location and execute a series of escalating protocols to fit the circumstances.Will post some more on this when we are operational.&#60;/p&#62;

Red= Anger, fight/flight, etc&#60;br /&#62;
Yellow=lack of self esteem, wishy washy, cowardly&#60;br /&#62;
Orange= well apart from looking like a traffic cone, and perhaps instilling the same attitude that most drivers have of seeing if they can run them over. They appear to be with out conviction.&#60;br /&#62;
Green appears to be the only one that is semi safe?

<description>&#60;p&#62;Adelaide has now been using the Pidion for around three months and the system is proving to be quite good. Some Officers have problems adapting to it (a few out of 45 ain't bad), but most are happy with them, and some love them.&#60;br /&#62;
They are quicker than the old iPaqs, and being an all in one they are less hassle to use. They are also much lighter that the old AutoCite 'brick'.&#60;br /&#62;
They are proving to be quite solid in construction with only one minor break from numerous reported drops.&#60;br /&#62;
Ticket roll is smaller than the Auotcite pads(around 35 to the roll) and we had them specially made and printed in WA.&#60;br /&#62;
So far only a small bug with the camera that only affects a few units, but a fix is on the way. The camera is quite good, particularly with night shots when compared to the iPaq.&#60;br /&#62;
Back of house system is better than the iPaq with much more solid wifi hookup and downloading.

<description>&#60;p&#62;Rule 334 - From what I can read from your description, the fact that the kerb goes into a recess such as a parking bay or passing bay would make no difference as long as there is a start sign and end sign, and the arrows on the sign point towards the other (or next) sign.&#60;br /&#62;
If the recess is a parking bay, it strikes me that there would be some other sort of restriction there anyway(?).&#60;br /&#62;
As for loading zones, here in Adelaide we have time limits on the signs (10 minutes for passenmger vehicles and 30 for goods vehicles) and simply give them the time and report overstayers. This simplifies the problem of what constitutes loading.&#60;br /&#62;
On the odd occassion, Officers will do constant observations of a zone and they can report drivers they see leave and return without loading &#34;goods difficult to manage due to their size or weight&#34; as described under SA legislation. Not sure if you have anything similar in Vic.&#60;br /&#62;
As for Taxi zones, there is nothing in the ARR's to say they have to be plying for trade, just that they are driving a taxi, so it is going to be difficult to report them for an offence even though they are not working.&#60;br /&#62;

<description>&#60;p&#62;I had to laugh at your comment about looking like a reject. This is my own personal opinion as well - I really don't like them and can not see any good reason for Officers to wear them, unless they have a habit of wandering around on the road like a lost dog!&#60;br /&#62;
I can't say I have seen any designs that don't look anything but daggy.&#60;br /&#62;
Some coucils require their Officers to wear them all the time, some only when they work in carparks, and some only require the motorcycle Officers to wear them.&#60;br /&#62;
It really is up to the OHS&#38;#38;W Officer in the council to set out (and justify) the requirements they feel are necessary.&#60;br /&#62;
In practice, if the Officers don't do things like marking up on the road-side, cross mid-street through traffic, and other higher risk manouvres, they are no more likely come a cropper than the average pedestrian.&#60;br /&#62;
As for increased assaults, it would be hard to say if this happens, but if you are more visible strolling down the footpath, it is more likely that offenders may pick you out and come running. So, there may be more chance of confrontation.

I know it is possible to book someone for using a restricted area like a loading zone or taxi rank, but is it able to stand up in court?&#60;br /&#62;
Taxi Driver returns with a bag of shopping after parking in a taxi rank, he suggests that it is his own personal shopping, you book him, or do you?  What about this time it is his lunch?&#60;br /&#62;
A person unloads their vehicle and on the way back stops to pick up a sandwhich, do you book him?&#60;br /&#62;
I had never considered the implications of primary and secondary reasoning until it was brought up by my Manager in a discussion about the use of a loading bay, but now I have to get a clear understanding so I can feel comfortable with this ideology.&#60;br /&#62;
Examples in law of exceptions or succesful prosecutions would be greatly appreciated.

I was walking the beat after parking my vehicle in a 2P, Heading back to the vehicle I saw a car had pulled in behind me and so had parked in a no stopper. Well ticket produced, placing on windscreen and MDRVR shouted hey what are you doing. I responded placing a tkt on this car.  response was wel if you hadnt of parked in the last legal place to place then I wouldnt have broken needed to park in a no stopper.  ???????? Ok so what am I missing here, or are we just in trouble the moment we stop;)

&#60;p&#62;Walking the beat and spotted a nice new ute parked on a footpath outside a garden shop.  Yippee thinks me, easy booking, got to love the stats.&#60;br /&#62;
Gave the vehicle the once over, yep, nav cav all good. autocite in hand. rego, cd, make, lane, HMMM dont have that one on here, oh well go for unknown and add to notes, type of vehicle forklift, what the..... rego plates and sticker match, but this isnt a FL, done a few jobs including driving a fork and this is not a fork.  Hmmm well one less to book but at least the cop shop is just around the corner ]:)&#60;/p&#62;

<description>&#60;p&#62;I have been thinking about the difficulties that newbies have in locating information.  Yes there are the courses starting up with Cert 3 and Cert IV Quals, then there are the courses that are run by industry leaders for various groups i.e. the course that MCC runs for McArthur, but where do people turn afterwards.  Some are lucky to go to councils with loads of support, but some are stranded in no mans land trying to realise the theoretical, whilst working towards a more practicle approach.&#60;br /&#62;
Anyway I am just wondering if perhaps a newbie section within either the website or the newsletter might be of some support.  If newsletter perhaps utilising a point of law and tearing it apart so that we can see various points in a similar way to a magistrate.&#60;br /&#62;
Parking opposite double white is a classic for that as there appears to be so many variations to the theme, where does a road stop, what if there is a bike lane, what if....&#60;/p&#62;

I had just completed the course at MCC and had the words going through my head of what a great officer is like diligent in his/her duty, easily approachable, always willing to give information and just being aware of the needs of others.  Anyway, I had just arrived at an outer south eastern shire, beautiful scenery, great ocean views if you know what I mean, anyway cruising along booking a few vehicles when I noticed a couple of lovelies sunning themselves.  OK 2 weeks in, first week on my own, two ladies in bikini bottoms only sitting up watching me try to concentrate on the Autocite, Get rego, darn they look nice check digit (on the rego) crud was that an A or a Z concentrate on writing tickets, oh yeah hit print, dont walk away yet you still need to place ticket on windscreen, dont they have a law against women sunbathing topless in this shire, not that I am complaining, where was I up to oh yeah printing ticket means you must press the button, finish notes hmmm seems to be a lot of cars suddenly leaving, has it really been 1/2 an hour that I have been on this 1 ticket, hmmm ladies losing interest, strange carpark near empty and only 1 ticket.&#60;br /&#62;
I never did work out if they were the decoys to keep me distracted until after their friends had moved their cars, but who cares. &#60;/p&#62;
&#60;p&#62;Another day and another story, friend of mine in the same shire had a habbit of booking anything not moving, he let a bloke of one day, great big burly biker, biker hadnt really done anything wrong, just simply thought he was going to be booked.  Anyway a couple of days later this officer has started to write a ticket, bloke comes out ranting and raving at the officer, officer is starting to feel intimidated as it looks like it is going nasty.  Suddenly bloke shuts up and becomes very pleasant, ticket printed and handed to bloke.  Officer turns around and here is the big biker smile on his face and the look of speak to my mate the officer like that again and I will turn you into a soprano.  Only comment from the Biker &#34;looked like you might have wanted a friend&#34;  Officer returns to normal colour bloke gets in car and all is peaceful again:)&#60;br /&#62;
anyway hope no one is too bored:)

<description>&#60;p&#62;City of Boroondara are currently using the old ruggedised Symbol units and the HP iPaq. We have recently upgraded some of our units to the new Symbol/Motorola MC35 with Windows Mobile 6. We are also looking at testing in the near future the Nomad and the all in one unit called the Pidion.&#60;/p&#62;
&#60;p&#62;The Pidion is very similar to the Autocite, we have just recently had one on loan for Officers to get a bit of a feel of it and the reaction was very positive, in terms of the time for a ticket to print was very fast in comparison to the time it takes using Bluetooth connectivity from a PDA to an Intermec printer. &#60;/p&#62;
&#60;p&#62;The only downside was the fact that the Pidion may not stand up to the rugged handling it would get out on the field, only time will tell.&#60;/p&#62;

<description>&#60;p&#62;Years ago City of Melbourne used to have open disabled parking areas ( NO TIME LIMITS); first in best dressed. With the increase in the number of people being issued with disabled permits it is now necessary to stipulate time limits on all disabled parking areas, particularly in the CBD. 1/2 Hour and 1 Hour, being the most common. In these areas the permit holder is not entitled to double the time either.&#60;/p&#62;

<description>&#60;p&#62;City of Melbourne have established a close working relationship with the Sheriff's Department in Victoria. They have the power to detain, clamp and even confiscate vehicles. At the moment Councils do not have the authority to clamp however if our process for legislative change is successful we may be able to lobby state governments for these powers.&#60;/p&#62;

<description>&#60;p&#62;At a recent Council meeting it was suggested that the Hobart City Council investigate the legalities and customer implications of vehicle clamping in respect of unpaid parking fines on vehicles owned by repeat offenders.&#60;/p&#62;
&#60;p&#62;The suggestion was: that on discovering a vehicle with multiple outstanding fines (overdue fines and where the owner has avoided prosecution through a number of means)parked in a public street, the Council clamp the wheel of the vehicle and hold it until the fines are paid by the owner.&#60;/p&#62;
&#60;p&#62;I am aware that this practice occurs in the US, however I am unsure whether it happens in Australia.&#60;/p&#62;
&#60;p&#62;If you have any information on this subject I would appreciate a response, as it will assist me in compiling a report to my Council on the matter.
